12th Chapter: Disciplinary Provisions for Students

Article (107)
Any disciplinary violation shall be considered as a violation of the laws, regulations and academic traditions, in particular:

  1. Acts against the College or Institution system.
  2. Disruption of the study, or incitement to it, or intentionally refrain from attending classes, lectures and other work to which the regulations are required to abide by.
  3. Any act contrary to honor and dignity or misbehavior within or outside the MEC.
  4. Any violation of the system of examination or calm necessary for it and any fraud in the exam or start it.
  5. Any damage to establishments, devices, materials or textbooks.
  6. Any organization of associations within the MEC or participation therein without prior authorization from the competent authorities.
  7. Distributing leaflets or issuing wall papers in any form in Colleges or collecting signatures without prior authorization from the competent authorities.
  8. Conduct sit-ins inside the College or participate in demonstrations contrary to public order and morality.
  9. Any student who commits a fraud in an exam or begins with it and is caught in check, is removed by the Dean or his representative from the Examination Committee, is denied entry to the exam in the rest of the subjects and is considered to be failed in all the subjects of this exam, and then is referred to the Special Disciplinary Committee of the MEC.
  10. In other cases, the examination will be invalidated by a decision of the Disciplinary Committee or the College Council, and it will result in the invalidity of the degree if it was granted to the student prior to the disclosure of fraud.

Article (108)
Disciplinary penalties are:

  1. Alert orally or in writing.
  2. Warning.
  3. Denial of some student services.
  4. Deprivation of attending one of the courses for a period not exceeding one month.
  5. Dismissal from College for a period not exceeding one month.
  6. Deprivation of the exam in one or more courses.
  7. Canceling the student exam in one or more courses.
  8. Dismissal from the College for a period not exceeding a semester.
  9. Deprivation of the exam in one or more semesters.
  10. Dismissal from the college for more than a semester.
  11. Final exclusion from the MEC.
  12. The disciplinary decision shall be announced within the college and the decisions shall be notified to the parents of the student.
  13. Decisions issued in respect of disciplinary sanctions, other than spoken warnings, are kept in the student's file.

Article (109)
The competent authorities to impose penalties are:

  1. Professors and Associate Professors: They have the right to sign the first four penalties set out in the previous article for what they have committed by the students during the various classes, lectures and activities.
  2. The Dean of the College: shall have the right to sign the first eight penalties set out in the previous Article. In addition, in the event of disturbance or disturbance caused by it, or there is fear of irregularity of the study or exam, the Dean of the College may sign all the penalties specified in the previous article. The Dean of the College shall present the matter within two weeks from the date of the imposition of the penalty to the Disciplinary Board if the penalty is the final dismissal of the MEC. And shall submit it to the President of the MEC in respect of other penalties in order to reconsider the confirmation, revocation or amendment of the penalty.
  3. The President of the MEC: He shall be entitled to sign all the penalties set out in the previous article except for the final sentence, after taking the opinion of the Dean of the College. He may prevent the student referred to the Disciplinary Board from entering the facilities of the MEC until the day scheduled for trial.
  4. Disciplinary Board: Have the right to sign all penalties.

Article (110)
Any of the penalties mentioned in the fifth paragraph and beyond of Article (109) shall not be signed until after the student has been fully investigated and heard in his case. If the student fails to attend the appointed date of the investigation, his right to listen to his statements falls, and the investigation is carried out by a person who is appointed by the Dean of the College.
Article (111)
Decisions made by the Competent Authorities to impose disciplinary penalties in accordance with Article (109) shall be final. However, the decision issued in absentia by the Disciplinary Board may be challenged within fifteen days from the date of its declaration to the student or his caretaker. The decision shall be deemed to be present if the request for attendance has been delivered to the student personally or to one of his caretakers and the student fails to attend without an acceptable excuse.
Article (112)
The student may apply for a grievance against the decision of the Disciplinary Board in a request submitted to the Chairman of the MEC within the period specified in the previous Article (111) from the date of being notified of the decision. The Chairman of the MEC shall submit the grievances to the Board of the MEC for consideration.
