6th Chapter: Faculty Members (Teaching Board)

Article (34)
The member of the educational body means anyone who holds one of the following degrees:

  1. professor.
  2. Assistant Professor.
  3. lecturer.
  4. Assistant Lecturer.

Article (35)
The members of the Teaching Board shall be appointed by a decision of the Council of the MEC after the approval of the College Council.
Article (36)
A person who holds the position of a Faculty Member shall be required to:

  1. Holds a bachelor's degree with a very good degree.
  2. He / she should not be sentenced of a crime or misdemeanor that violates honor and should not have been dismissed by a disciplinary decision.
  3. to be healthy.
  4. to be familiar with the assets of education.
  5. to be familiar with one of the foreign languages.

Article (37)
  Whoever is appointed as a lecturer must hold a doctorate or master's degree from a recognized university.
The appointment of holders of a Master's degree or equivalent shall be as follows:

  1. He must have served as assistant lecturer for a period of not less than four years.
  2. Has published at least one research in the field of specialization.
  3. He has proven his competence in the field of university education.
  4. To provide services to the Authority and the community in the field of specialization.

Article (38)
  An assistant professor is required to:

  1. He must have held the position of lecturer for a period not less than four years.
  2. Holds a doctorate degree from a recognized university.
  3. To have published three research in the field of specialization.
  4. To have proven competence in university education.
  5. He has provided services to the MEC and the community in the field of specialization.

Article (39)
Who is promoted to the degree of a professor who is required to have the following:

  1. He has held the position of Associate Professor for a period of not less than four years.
  2. To have published five researches in the field of specialization.
  3. He has proven his competence in the field of university education.
  4. To provide services to the MEC and the community in the field of specialization.

Article (40)
The teaching quorum for the members of the Teaching Staff shall be as follows:

Article (41)
Weekly teaching hours shall be determined for scientific personnel from other categories as indicated in their contracts or assignment decisions.
Article (42)
The quorum is equivalent to half an hour of teaching per year in the calculation of the quorum, and the quorum may be reduced in one of the two semesters to be offset by the reduction equivalent to the other chapter provided that the reduction does not exceed three quarters of the quorum required.
Article (43)
Teaching hours of any kind, whether practical, clinical, research, application hours, or any other teaching hour, shall be counted as an hour in the quorum, either by the teacher alone or jointly with others within the rules laid down by the Board of the MEC.
Article (44)
 The members of the Educational Body shall be required in addition to their teaching staff, to conduct student interviews and examinations, and to correct the papers in accordance with the rules established by the Board of the MEC.
Article (45)
The number of hours for Scientific Administrative Staff is 36 hours per week, including their teaching hours.
Article (46)
The maximum amount of the total or partial loan period, or both, for a member of the education board for the performance of a public service shall be four years.
Article (47)
The faculty member, who has been partially hired, will continue to teach in the MEC according to the following:

  • Six hours a week at least if he / she is a teacher.
  • Five hours a week at least if he / she is an assistant professor.
  • Four hours a week at least if he / she is a professor.

In addition, he / she continues to carry out his / her duties.
Article (48)
Leave is the right of the member of the educational body, and these leaves are:

  • annual leave.
  • Sick leave.
  • Special leave without pay.
  • Special leave with full pay.

Article (49)
The faculty member shall enjoy an annual leave for one full month during the summer period and in all cases ending on the 1st of September and with full office. In accordance with the requirements of the public interest, and by a decision of the Chairman of the MEC, the member of the Educational Board may be assigned to work during the leave and be paid a reward equivalent to his monthly salary.
Article (50)
A faculty member is entitled to sick leave at full salary throughout the period of his / her treatment, and sick leave shall be granted on the basis of an approved medical report specifying the sickness and duration of treatment.
Article (51)
The member of the educational board may be granted special leave without pay for a maximum period of one-year renewable by a decision of the Board of MEC.
Article (52)
The member of the Education Board shall have a special leave with full salary in the following cases:

  • Perform Hajj and be for a maximum of 35 days.
  • Marriage and be for two weeks.
  • Emergency conditions for a period not exceeding 15 days per year (whether combined or separate).
  • The first and second leave shall be granted only once for the length of the service period.

Article (53)
By a decision of the Board of the Commission, a member of the Education Board may be sent (at the expense of the Authority) to attend conferences and seminars according to the following conditions:

  1. Have a research acceptable to participate or was the subject of the conference within the scientific specialization or was invited personally to attend the conference.
  2. Participation must be done on behalf of the Commission.

Article (54)
The Teaching Assistant to be sent is scientifically supervised by a College member. This Scientific Supervisor shall be nominated by a decision of the College Council, upon the proposal of the Department Council, within one month from the date of commencement. The process of supervision is continued throughout the period of dispatch outside the College.
Article (55)
The delegate (Teaching Assistant) undertakes to inform the Scientific Supervisor of all the developments in his study and the main lines of his research, and to submit every six months a report on the progress of his studies and his work.
Article (56)
The scientific supervisor shall submit an annual report (concerning the delegate) to the head of the concerned department (if any) or the Dean indicating the course of the study and the work of the Teaching Assistant. The supervisor shall immediately inform the concerned party of any defect.
Article (57)
The trainee may not be transferred, loaned or granted a school leave or special leave without pay and may not practice the profession.
Article (58)
The trainee may be granted special leave without pay for a period not exceeding three months and for one time and only when necessary during his work.
