Article (13)
The Presidency of the MEC shall be:
1- Chairman of the MEC.
2. The Board of the MEC.
Article (14)
The Board of the MEC consists of:
- Chairman of the MEC.
- Agent (s) of the MEC.
- Deans of colleges.
- Managers of Research Centers.
- Director of the Office of Quality Assurance.
- Secretary General of the MEC.
- Head of Student Union Office.
- Teachers' Association in the MEC.
- The Chairman of the Medical Education Council may invite any person who finds that the interest of the MEC requires his attendance.
Article (15)
Tasks of the MEC Board:
The Council of the MEC is the competent body to draw and coordinate the general policy of education and scientific research in the Commission, and to develop plans to achieve its objectives, and the responsibilities of the Council of the Commission:
- Drawing up the general policy of education and organization.
- Establishment of scientific departments and research centers in the colleges on the proposal of the college councils.
- To manage, direct and dispose of the Authority's funds in a manner consistent with the general objectives of the Commission.
- Approval of the draft budget of the Authority and its final account.
- Distribution of funds to colleges.
- Supervising the general system of the Commission.
- Issue the administrative, financial and technical regulations of the Authority.
- Develop plans and programs to encourage members of the teaching staff to write, translate and publish their work.
- Adoption of draft internal regulations for colleges and research centers at the level of the Commission.
- Determining the system of study in the Commission on the proposal of colleges and the adoption of the required courses at the level of the Commission.
- Determine the conditions of acceptance of students in the body and system of discipline and other matters related to their studies.
- Develop a system of rewards, promotions, grants and missions.
- Granting academic and honorary degrees.
- Suspending the study in the faculty or a college for some reason.
- Support the quality control program in the Authority.
- To approve the nomination, renewal, termination, transfer, assignment, assignment, transfer and loan of members of the teaching body.
- Accreditation of scientific leave and special leave without pay for members of the educational body.
- Accreditation of scientific research for members of the educational body.
- To send the members of the teaching staff, the recruits and staff in scientific missions, missions, training courses, conferences and workshops in accordance with the system in force.
Article (16)
The Board of the MEC shall meet at the invitation of its Chairman at least once a month during the academic year. The meeting may be held in an emergency manner in response to the request of its Chairman or the majority of the members. Meetings of the Council shall be valid only with the attendance of the majority of the members. If a quorum is not achieved, the meeting will be called again. The decision is then made regardless of the number of members. In the case of equal votes, then the side of the President shall be weighed.
Article (17)
The Chairman of the MEC shall manage its scientific, administrative and financial affairs, and shall be its representative before others in accordance with the provisions of this law and the regulations issued pursuant thereto and the decisions of the Board of Directors of the MEC. The Chairman of the MEC shall, in particular, supervise:
- Preparing the scientific, educational and research plans of the MEC.
- Preparing plans to complete the need of the MEC from educational, laboratory and administrative bodies.
- Preparation and implementation of plans to develop the scientific, technical and linguistic level and educational rehabilitation of scientific staff in the MEC.
- Applying the system of evaluating educational performance and developing the scientific, technical and linguistic competence of the members of the educational body and carrying out educational and research duties.
- Preparing plans to complete the needs of the MEC of facilities, equipment, tools, mechanisms and others.
- Supervising the level of performance in terms of scientific, educational, research, administrative and financial, and follow up the implementation of the decisions of the MEC in these areas.
- Supervising all employees of the MEC.
Article (18)
The Chairman of the MEC may give an authorization to any one of his deputies to study or decide upon issues he considers. The Chairman of the MEC shall also have the right to issue a decision empowering any of his deputies, within his competence, to decide permanently on certain matters. Where, in this case, the mandate is circulated.
Article (19)
MEC shall have one or more agents appointed from among the Deans or agents of the Colleges and shall be required to be members of the Educational Staff and the rank of professor and distinguished by their scientific activity. The appointed agent is assigned for a period of three years renewable once.
Article (20)
The MEC's agent or agents in the fields of (Administrative Affairs - Student Affairs and Scientific Affairs), assist the Chairman of the MEC in the management of its affairs, and act as Chairman of the MEC, in the event of his absence or vacancy.
Article (21)
The Vice-President of the MEC (for administrative and student affairs) shall provide assistance to the President of the MEC in the administrative, financial and Student Affairs Department of the MEC, and in particular:
- To consider the matters delegated by the Chairman of the MEC.
- To submit proposals to the Chairman of the MEC in all matters related to the administrative and financial affairs of the MEC, to submit proposals to the Chairman of the MEC and to the Student Affairs Council in all matters related to the affairs of the students.
- Assisting the Chairman of the MEC in monitoring the level of performance in the MEC from the administrative, financial and student affairs, and in follow-up implementation of the decisions of the Board of MEC.
Article (22)
The Vice-President of the MEC for Scientific Affairs shall assist the Chairman of the MEC in the administration of scientific and educational affairs in the MEC;
- To consider the matters delegated by the Chairman of the MEC.
- To submit proposals to the Chairman of the MEC and to the Council for Scientific Affairs in all matters relating to scientific and educational matters in the MEC.
- Assisting the Chairman of the MEC in monitoring the level of performance in the MEC in terms of scientific and educational, and in follow-up implementation of decisions of the Board of the MEC.
- submit proposals to the Chairman of the MEC, and the Council of Scientific Affairs on the curricula, plans and decisions and continuous scientific development.
Article (23)
The MEC shall have a Secretary General who is not a member of the teaching staff, appointed by a decision of the Board of the MEC on the proposal of its Chairman. The Secretary General must have at least a master's degree in administrative or financial sciences and have ten years of experience.
Article (24)
The Secretary General shall undertake the administrative and financial work of the MEC under the supervision of its Chairman and shall be responsible for the implementation of laws and regulations within the limits of his competence. He has the following powers:
- To carry out the work of the Secretariat of the MEC
- To monitor and coordinate the work in the departments of the central administration of the MEC.
- Follow-up of the implementation of the decisions of the MEC's Boards and the decisions of the Chairman and his deputies.
- To carry out the tasks entrusted to him by the Chairman of the MEC.
- Conducting studies commissioned by the Chairman of the MEC.
