5th Chapter: Colleges and Departments Management

Article (25)
The College's management is directed by:
-              Dean of the College.
-              College Council.
Article (26)
The College Council consists of:

  • Dean of the College.
  • Vice Dean for Scientific Affairs.
  • Vice Dean for Administrative Affairs.
  • Head of scientific departments (vacant).
  • Head of Quality Assurance Unit.
  • Secretary of the Council.
  • Teachers representative.
  • Student Representative.

Article (27)
 The Dean of the College shall administer the College and conduct its scientific, educational, scientific research and graduate studies within the limits set by the Board of Directors and the College Council in accordance with the provisions of the applicable laws and regulations. In particular:

  1. Presenting proposals on the educational plan, scientific, scientific research and postgraduate studies in the college.
  2. Supervising all employees in the college.
  3. To submit proposals on the completion of the faculty's needs of the educational, laboratory and administrative bodies and upgrading the members of these bodies.
  4. Submit proposals on the completion of the college needs of facilities, equipment, mechanisms, tools and others.
  5. Work to maintain the system within the college and monitor the progress of work and examinations therein and inform the Chairman of the MEC all that would prejudice this.

Article (28)

  1. The Dean of the College may assign any of his deputies to study or decide upon the matters he deems fit, and shall authorize either of them, within his competence, to decide permanently on certain subjects. In this case, the delegation must be distributed to the college departments, and a copy of this authorization should be sent to the Presidency of the Commission.
  2. The Dean may delegate the powers of the absentee from his deputies to the other Deputy.
  3. When the Dean's post is vacant, the President of the MEC shall first, appoint the Scientific Vice-President and then the Administrative Deputy to exercise the duties of the Dean.

Article (29)
The College Council shall administer the affairs of study, examinations and the system in the College in accordance with the provisions of this law and the regulations issued pursuant to it, and shall be based on the following:

  1. To formulate the policy concerning education and scientific research at the College and follow up its implementation in light of the general policy of the MEC.
  2. Supervising the general system in the College.
  3. Proposing the draft internal rules of the College.
  4. Proposing the system of study at the College.
  5. The proposal to award degrees and diplomas and honorary.
  6. Proposing the conditions of acceptance of students in the College.
  7. Adoption of study plans.
  8. Organizing, supervising and approving all exams in the College.
  9. Proposing to stop the study in the College when necessary.
  10. Proposing a system for fees, scholarships and bonuses.
  11. Supporting the quality assurance programs in the college.
  12. Nominating the members of the Educational Board, renewing their contracts, terminating them, appointing them, proposing their promotion, drawing them, transferring them and recognizing them, accepting their resignations, granting them full-time vacations and special leave without pay.
  13. Appointment of supervisors of scientific messages.
  14. Evaluation of the work of the members of the Teaching Board and their teaching methods and scientific research.
  15. Suggesting the dispatch of members of the Teaching Staff, Teaching Assistants and Staff at the College in scientific missions and duties.
  16. Sponsoring the social, sports, cultural and artistic programs and activities of the College.
  17. Continuous evaluation of the students of the College and the development of programs that promote their scientific level.
  18. Discuss the annual reports prepared by the Dean.
  19. Preparation of the draft annual budget and the final account of the College.

Article (30)
The College Council shall meet at the invitation of the Dean of the College once every two weeks during the academic year. The meeting may be held in an emergency in response to the request of the majority of the members.
Meetings of the Council shall be valid only with the attendance of the majority of the members. If the required legal number is not present, the meeting shall be called again, where the decision shall be made no matter how many members. In the event that the number of votes equals the number of votes in favor of the President.
Article (31)
The Dean of the College is assisted by his deputy for student and administrative affairs, in the work of the administration of the college affairs from the administrative, financial and student affairs, and in particular:

  1. To consider the matters which the Dean of the College shall delegate to him.
  2. Submit proposals to the Dean of the College in all matters related to administrative and financial affairs in the College and submit proposals to the Dean of the College and to the Student Affairs Committee in all matters related to their affairs.
  3. Assisting the Dean of the College in supervising the progress of work in the College from administrative, financial and student affairs and in following up the implementation of the decisions of the Board of the MEC and the College Council in these areas.

Article (32)
The Dean of the College is assisted by his deputy for Scientific Affairs, in the administration of the College affairs in terms of scientific, educational, scientific research and higher studies, and in particular:

  1. To consider the matters delegated by the Dean of the College.
  2. Submit proposals to the Dean of the College in all matters related to scientific and educational matters and scientific research and higher studies in the College.
  3. Assisting the Dean of the College in monitoring the progress of work in the College in terms of scientific and educational matters and scientific research and higher studies, and follow-up the implementation of decisions of the Board of the MEC and the Council of the College in these areas.
  4. To submit proposals to the Dean of the College in terms of the proper functioning of the educational process and the implementation of plans for education and teaching, decisions and programs for the development of staff.

Article (33)
The Head of the Department shall administer the Scientific, Educational, Administrative, Scientific Research and Higher Studies Section of the Department within the limits prescribed by the Board of Directors, the College Council and the Department Council. This position is vacant at this time until the introduction of sections in the colleges mentioned earlier.
