Article (77)
Faculty Members:

The Teaching Board of Medical Colleges includes the following specialties:

  1. The Specialized Staff for each branch.
  2. The Medical Staff.
  3. The Staff of Supporting Science.

Article (78)
The member of the Educational Board means anyone who holds one of the following degrees:

  1. Professor.
  2. Assistant Professor.
  3. Lecturer.
  4. Assistant lecturer.

Article (79)
A person who holds the position of a Member of Educational Staff shall be required to:

  1. To have a bachelor's degree with a very good degree.
  2. Shall not be convicted of a lawbreaking or crime, and shall not have been dismissed by a disciplinary decision.
  3. To be healthy.
  4. Be aware of the fundamentals of education.

To be fluent in one of the foreign languages.
Article (80)
Activities of the members of the Educational Board:

Teaching hours of faculty members are divided into the following tasks:

  1. Teaching.
  2. Supervision of Scientific Letters.
  3. Scientific Research.
  4. Participate in various boards and committees in colleges.

Article (81)
Qualifications of members of the Educational Board:

The faculty member must have the following characteristics:

  • Honesty and good morals. And to abide by the rules and instructions and rules of conduct and ethics and to keep away from all that is contrary to the honor of the profession.
  • To follow up on what is new in the field of his specialization, and to contribute through his scientific activity in the development of his specialization.
  • To convey to students the latest scientific knowledge in the field of specialization and raises the love of science and knowledge and scientific thinking sound.
  • To participate actively in the work of the Council of the Department and in other councils and committees, which shall be a member at the level of the Department, the College and the MEC, and shall participate actively in the activities of the Department, the College and the MEC in the service of the community.
  • Those assigned to administrative work as Agents of the MEC and the Deans and their Agents, Directors of Scientific Centers and Heads of Scientific Departments relieve them of the teaching burden, not less than what they do about three units of teaching.

Article (82)
The Scientific Agent, the Administrative Agent, the Supervisor of the Practical Training and the like, submit an annual report to the Dean of the College and the like, regarding the progress of work in the College and the scientific activity of its members. The Dean of the College and the like shall submit an annual report to the Chairman of the MEC.
Article (83)
The members of the Teaching Board shall be appointed by a decision of the MEC after the approval of the College Council.
Article (84) Responsibilities of Teaching Board members:
Teaching Board members are responsible for carrying out the teaching duties, raising the scientific and practical level of the students, and demonstrating the role model and the development of professional personality, which is characterized by sincerity, responsibility and concern for the health of individuals, within the framework of the philosophy of the college and its mission and values. They are particularly required to:

  1. Distribute curriculum syllabuses to the academic year so that the actual study days are organized from the beginning of the semester to the end, so that the course is completed.
  2. Cooperating with the College Administration to ensure the proper functioning of the educational process during the academic year.
  3. To provide theoretical and practical information to students and to achieve the outcomes of the educational process.
  4. The desire to motivate students so that the school days are organized from the beginning of the semester to the end of the course and complete the course.
  5. Methodological preparation of theoretical and practical courses, using different means of clarification.
  6. Achieving self-development while mastering all that is new in the rules of teaching and learning, communicating information, motivating students to learn, and methods of evaluating and guiding students.
  7. Filling attendance records and results of quarterly work for students from written tests, jobs and others according to the approved bases.
  8. Supervising the activity related to the course.
  9. To carry out monitoring, correction and participation in the management of the educational process in the college through active participation in the membership of the boards and committees and by attending its meetings.

Article (85)
The Teaching Board member of the MEC shall enjoy full freedom of thought, expression, publication and exchange of opinion with respect to teaching, scientific research and other academic activities in providing the limits of applicable laws and regulations, while adhering to the academic values and regulations of the MEC and the instructions issued thereunder.
Article (86)
Extra Commissioning:

  1. Education Board members may be assigned extra hours of theoretical or practical training in excess of the hours specified for them by a decision of the General Supervisor of the MEC or by the person deputized by the Dean of the College. The Education Board member charged with this extra work, shall receive payment for each hour exceeding the number of hours specified previously, as provided in the governing financial provisions.
  2. It is permissible to appoint professors, doctors, nurses and other medical specialties with specialized and experienced part-time College members to teach some courses, within the limits of need, within or outside the official working hours, by a decision of the General Supervisor of MEC or his representative. The person in charge shall receive compensation for each actual teaching hour as provided in the governing financial provisions.

Article (87) 
Transition:

The faculty member and the like may be transferred from one faculty to another in the Commission by a decision of the Director of the MEC on the recommendation of the Board of the MEC and the College Council transferred from them and the Council of the College transferred to them.
Article (88)
Leave work:

The teacher who wishes to leave the College must inform the Administration in writing at least one month prior to leaving the work.
 
Article (89)
Quorum Teaching

  • The teacher's weekly quorum is reduced if he holds administrative duties in the College depending on the type of administrative work. The teacher has the right to demand a reduction in the number of hours, so that the number of lecture hours does not exceed 8 hours per week.
  • The quorum is reduced at the beginning of the academic year.
  • The number of years of educational experience in any educational institution shall be taken into consideration when calculating the educational quorum for a scientific degree, according to the following schedule:

More than 5 – 15 years 12
More than 15 years 10

 

  • The weekly teaching hours for scientific personnel shall be determined from other categories as indicated in their contracts or their assignment decisions according to the rules determined by the Higher Education Council.
  • The teaching hours taught in the semester shall be equivalent to half an academic teaching hour per year in the quorum. The quorum may be reduced in one of the two semesters, provided that the reduction shall be compensated by the equivalent in the other semester, provided that the reduction does not exceed three quarters of the quorum.
  • The teaching hour of any kind, be it in the form of practical or clinical training or a research seminar or an hour of applications or any other teaching hour as an hour in the quorum, either by the teacher alone or jointly with others within the bases established by the Board of the MEC.
  • In addition to their teaching staff, faculty members are required to conduct student interviews and examinations, and to correct papers in accordance with the rules established by MEC.
  • The time of Scientific Administrators is determined by 30 hours per week, including the teaching quorum.

Article (90)
The members of the technical committee are responsible for supporting the faculty and administrative staff from the scientific aspects, preparing the laboratories, supervising and maintaining the laboratories, assisting in the training of the students in laboratories, and handing over the tools and equipment to the students and receiving them from them.
Article (91)
Loaning and borrowing:

  1. The loan is granted to the following entities:
  • Universities and colleges at home and abroad.
  • Ministries and government agencies.
  • Public or private institutions.
  • Governments and regional or international bodies.
  1. The maximum duration of the total or partial loan, or both, for the member of the Education Council to perform public service shall be a five-year.
  2. A member of the educational body who has been partially loaned to the Board of Education shall continue according to the following:
  • At least six hours a week if he / she is a professor.
  • At least five hours a week if he / she is an assistant professor.
  • At least four hours a week if he / she is a teacher.
  • As well as to carry out his / her duties as a result.
  1. The period of loaning of the faculty member is part of his actual service in the MEC for the purpose of promotion, scientific completion, end of service reward, savings and seniority in salary.
  2. The second party, to whom a member of the faculty is loaned, is responsible for covering the costs and contributions of the faculty for social security and end of service benefits.

Article (92)
Leave System

Leave is the right of the member of the Educational Board, and this leave are:

  1. Annual leave.
  2. Sick leave.
  3. Special leave without pay.
  4. Leave a full salary.

Article (93)

  1. The member of the Educational Board has an annual leave for one month during the summer period, and in all cases the leave ends on the first of September with full salary. In accordance with the requirements of the public interest, by a decision of the Chairman of the MEC, a member of the Educational Board may be assigned to work during the leave, and a extra payment to his monthly salary shall be paid.
  2. The annual leave for Educational Board of the MEC shall be for each academic year, the period from the start of the study until the completion of the examination procedures.
  3. A member of the Educational Board has the right to take a day off each week during the academic year.
  4. A member of the Educational Board has the right to sick leave with full salary throughout the period of treatment, and the grant of sick leave based on an approved medical report determines the disease and the duration of treatment.
  5. The member of the Educational Board may be granted special leave without pay for a maximum renewable period of one year, according to a decision of the Board of MEC. Annual leave shall be distributed throughout the year within a schedule prepared by the Dean of the College and approved by the Chairman of the MEC.
  6. The members of the Educational Board shall be subject to the provisions of sick leave, emergency leave, etc.
  7. The full salary of the Educational Board member shall be paid without any decrease during the period of his leave.
  8. A member of the Educational Board who is appointed to the permanent service of the MEC may be granted a leave without payment for a term of one semester or a renewable year, but not more than three years, and such leave shall be granted only after twice the period of the previous leave.
  9. The Educational Board member, who is assigned to teach in the summer semester is entitled to an extra month's salary with the financial increases, except for the financial transfer grant for the month he / she works during the summer semester.
  10. Leave applications of all types and their answers shall be in writing.
  11. A member of the Educational Board shall indicate in his application for the vacation the date of beginning and end of it.
  12. The granted leave may not be shortened, postponed, canceled or cut off after approval. If this happens, the compensation shall be compensated by a committee to examine the matter.
  13. Vacations may be combined and taken at one time or on a specified day during the week or as required by the employee.
  14. If it is determined that the staff member has a serious illness while receiving sick leave, it is amended from the date of its beginning according to the due leave.
  15. A regular employee's leave may be interrupted and return to work, provided that both the employer and the employee agree to cut the leave.
  16. A faculty member shall be deemed to have lost his / her job if he / she has been absent for 3 consecutive weeks without any excuse.
  17. A member of the Educational Board is allowed to participate in training courses, conferences or workshops for a period not exceeding one week and not counted from the annual leave days.

Article (94)
Special Leave

The member of the Education Board shall have a special leave with full salary in the following cases:

  • To perform Hajj and be for a maximum of 35 days.
  • In the case of marriage and be for two weeks.
  • In cases of emergencies, for a period not exceeding 15 days per year (whether were combined or separated).
  • The first and second leave is granted only once for the length of the service period.

Article (95)
Scholarship and Teaching Assistants:

  1. By a decision of the Board of the MEC (and at the expense of the MEC), a member of the Education Board may be sent to attend conferences and seminars according to the following conditions:
  1. Provided that he / she has an acceptable research to participate, or that the subject of the conference is within his / her scientific specialization or has been invited to attend the conference.
  2. Participation must be done on behalf of the MEC.
  1. The Teaching Assistant to be sent is scientifically supervised by a College member. This Scientific Supervisor shall be nominated by a decision of the College Council, upon the proposal of the Department Council, within one month from the date of commencement. The process of supervision is continued throughout the period of dispatch outside the College.
  2. The delegate (Teaching Assistant) undertakes to inform the Scientific Supervisor of all the developments in his study and the main lines of his research, and to submit every six months a report on the progress of his studies and his work.
  3. The scientific supervisor shall submit an annual report (concerning the delegate) to the head of the concerned department (if any) or the Dean indicating the course of the study and the work of the Teaching Assistant. The supervisor shall immediately inform the concerned party of any defect.
  4. The trainee may not be transferred, loaned or granted a school leave or special leave without pay and may not practice the profession.
  5. The trainee may be granted special leave without pay for a period not exceeding three months and for one time and only when necessary during his work.
